I’ve had long time arguments online with Disco 2 Td5 owners that the 1515 EKA code won’t work for their European Disco 2s.
You have to get a Land Rover dedicated diagnostic tester to learn the specific EKA code from their Disco 2 BCU.

The hazards blinking continuously makes me suspect that they inertia switch needs to be re-set.

Under the bonnet on the firewall right side. The button on top of it needs to be pressed down.

Just push with your thumb. No computer needed.

Where are you located?

The fact that "the engine will spin over" indicates to me that it's not a typical immobilization situation. When I was sorting out an immobilization problem earlier this year on my truck, the starter would not engage when I turned to key to Position III.

It is odd that the red light in the instrument cluster continues to flash, and the hazards continue to flash.
