Default Electric fan does not come on with A/C

My 2004 SE does not run excessively hot, but I have noticed that external electric fan does not come on when the A/C is on. Being that I am in South Carolina, the A/C is on most of the time. Any thoughts and /or am I missing something obvious? BTW, the fan itself spins freely to the touch.
Thanks, JEFIII

Probably the fuse or the relay. Have at it

If the fuse is blown the electric motor is most likely froze up and will need to be replaced.
Reach in and try to spin the electric fan that will tell you right now.

Thanks to all who responded. I checked the fuse and the relay...all was good. When I start the vehicle in the morning with the A/C on the fan comes on initially then turns off after about a minute or two. Is this normal or should it be on whenever the A/C is on?
Thanks again, JEFIII

Depends

"While the A/C system is on, operation of the electric engine cooling fan, to assist refrigerant condenser operation, is
determined by a combination of vehicle speed and external air temperature. When cooling fan operation is required,
the ATC ECU outputs a cooling fan request to the ECM, which then energises the cooling fan relay. The cooling fan
request is output if vehicle speed is 80 km/h or less while the external air temperature is 28 °C (82 °F) or more. The
request is cancelled, and the cooling fan switched off, if either the vehicle speed increases to 100 km/h, or the external
air temperature decreases to 25 °C (77 °F)"

Interesting. Thanks CollieRover. I'll have to keep an eye on that.

My A/C fan seems to turn on at lower temperatures when starting up. Not saying it's normal, but it is what happens.
