Electric fan does not come on with A/C

Mine too turns on when starting up and dies once the rpm goes down. The other turns only when the a/c is on. Im not sure which is normal. The last just dont turn on but fan works when tested directly to 12v and all fuses ok. Not giving up yet! lol
