Default engine bogging

as of late, my truck (1996 discoI 4.0L AT) has been bogging down and losing power. when i either take my foot off of the gas or punch it until i hit the kickdown, and then go back to the position where i was, its fine. it happens in all pedal positions except kickdown and 0 throttle, so i dont think it is related to the tp sensor. also, it clears up after about 20 minutes at highway speed, but comes back as soon as the engine is shut off and restarted. it does not clear up after any amount of in-town driving. anyone seen a similar problem in their truck or have anywhere to guide me for diagnosis?

What sort of mileage is on your truck, what sort of tune related work has been done to it lately?

i changed the spark plugs about a week ago, but that was after the problem had started, and it was in an attempt to help it. no such luck, though. other than that, no tune up work recently. the truck has 150k miles.
