Default Foam Block?

Is there supposed to be a foam block in front of the radiator? It was about 8" wide and 20" high or so. Looks like it might be intended to reduce rad efficiency in cold climates. Noticed it when installing disconnects and pulled it out, haven't noticed any change in temp etc.

Foam is a common component of a bumper in other cars. I doubt a piece of foam that big got in there by accident.

No, this was clearly put there intentionally. A uniform block, made of the stuff those puzzle piece floor tiles for kids are made from.
