Can someone tell me exactly where the rear fog light ECU is? Documents say behind the instrument pack? It’s part C0543 I believe.

The D2 electrical library implies that C0543 is a gearbox solenoid. C-numbers aren't part numbers, they're connectors or wiring headers.
Fog lamps, both front and rear, are controlled by the main BCU behind the glovebox. They do have some involvement with the Intelligent Driver Module (IDM) inside the fusebox under the steering wheel.

You're looking at a Defender resource, but posting in a Discovery 2 forum. Which truck do you have?
In either case, the C number is the connector, not the unit itself.

 

Discovery 2. This was posted on a different forum to help someone with a Discovery. I didn't notice the mistake.

Because the thing you're looking for doesn't exist on a Discovery.

 

When I turn on my headlights, the rear fog switch lights up. I cant turn it off or on. When I press the button I can hear a click. I'm pretty sure they aren't on, but they are pretty subtle compared to an LR4 rear fogs.

Others have had this same problem, but Ive not seen a successful resolution. Thanks for any help.

Does it click and stay in until you click it again? Like the cruise switch? If so, that's the wrong switch. The originals for the front and rear fog lamps are momentary, not latching.

 

No, it clicks and pops out. It's a click behind the fuse box.
