You should be able to tell if the fogs are on or not. I believe the bulbs are the same wattage as the tail lights. Or try checking them when it's dark?
Does the light on the switch go out when you press it, or does it stay on? What happens if you pull the switch for the front fogs and temporarily connect it in place of the rear switch, just to see if it's the switch that is the problem?

No, the light just stays on.
