While it's possible that the new bulb was defective right out of the package, the first thing to do would be to see if you are getting power at the connections. A cheap multimeter can be gotten for about $20 and is a great tool to have. Digital meters are easier to use, but a bit more expensive.
If you aren't getting power power at the connections with the switch on, you will then have to backtrace the wiring, looking for breaks, worn insulation, etc..to where they originate. Once you find where the wires start, you can see if you are getting power there. If not, backtrace further.
