Default Front mud flaps not optioned but rears are?

Hey all! My 2002 has mud flaps on both front and rear. My 2004 only has them on the rear. I see mounting studs on the front but they're encapsulated in the factory undercoating. Is this normal? They'd come with rears but not fronts? To install fronts, I'd just need to source the bracket and nuts?

Perfectly normal. Rears are standard equipment, fronts are an option.

I always pull the mud flaps off cuz it looks better without them. I think I have 4 sets out in the barn.

I'm just jealous you have a barn.
