I faced the same dilemma.... winch or no winch.
I ended saving up for a custom bumper with winch. You never know when a winch may be needed, especially in the wet and muddy Pacific NW. I figured since getting a heavy duty bumper is already a sunk cost, I might as well go a little extra to design it for a winch. I wanted a custom fab bumper to keep the fog lamps. The fab shop designed the bumper to keep the fog lamp adjustment option, headlamp washers and the washer bottle tucked into the same location. We mounted the winch solenoid neatly under the bumper which is still easy to access. The bumper is designed with the need approach angle which still allow the winch to be easily accessed and removed for maintenance.
I know this may not be what the OP is seeking in terms of his budget. I thought it would be useful reference for others.
