Default Fuel flap solenoid has 5.5 volts

I am trying to resurrect a 2001 Disco 2 SD. my latest issue is voltage to the Fuel flap solenoid, the part shows it should be 12 volts, but when the button is pushed, I read 5.5 at the connector. I think I checked the correct fuse, but with the other problems to include the door lock shuts off the engine when you press to unlock side, I am suspecting that I have a bad BCU (or ECD or DCU or EIEIO module).

Any specific wire trace I can look at or am I just wasting my time and should look for an other BCU or an alternate method to close the fuel flap?
