Default Low voltage to fuel door release actuator- bad ground or bad switch?

2003 Land Rover Discovery

Has anybody disassembled the fuel door switch that is on the dashboard? Any how-to videos or write ups on the procedure? I'm consideing attempting to repair mine, if that is even possible. When I press the button to release the fuel door, the fuel door release actuator does not work (retract). I removed the actuator and bench tested it with 12 volts and it functions properly (retracts when 12 volts is applied). I tested the voltage reaching the harness clip that plugs into the actuator and it's only at 7.X volts when the fuel door switch is pushed.

The fuse for the fuel door release actuator is not blown. I'm going to look for the proper grounds to inspect but haven't had the opportunity to yet. Perhaps a poor ground connection would cause the low voltage to the actuator? Thoughts?

No, I will not use magnets or duct tape to shut my fuel door.

Hmmm... I'd just get a used switch from 99-02 off ebay or something and swap it in to see if it fixes rather than trying to open it up etc. If not, then you're chasing another problem.

Never have had one of these fail.

Do you know where the relay is that the switch uses? I'm wondering if it's a faulty relay.
