Default Fuel pump regulator or leaking injector?

Yes I know the regulator is internal to the pump.
Here is what is going on.

Connect fuel pressure gauge.

Turn imagination to on poison and see gauge flutter up to maybe 20 then immediately leaks back down.

Crank the engine for 5-8 seconds and Engine starts finally while pressure was increasing entire duration of cranking.
Engine runs flawlessly with solid steady fuel pressure at around 48psi.

Turn key off and pressure drops immediately to 0.

No missfires or black smoke.

Never mind. Narrowed it down to pump check valve.
