The best solution is to switch to DBA, slotted and drilled rotors, not EBC's or any of the one's on E-Bay. Then use a good set of Kevlar brake pads and make sure to do a full brake flush using Vavoline's synthetic brake fluid that will handle the additional brake heat and make for a firmer brake pedal.

The brakes just suck, you can make them better with the above changes. If you go with larger wheels though you're just pretty much out of luck. Had a problem yesterday morning due to insufficient brake boost, very annoying any could end up being expensive.
I'm trying to get a hydroboost kit put together, it would be under $600 and should fix all the braking issues on the D2. I'm also looking at other options such as an electric vac boost pump to provide additional boost. The problem is just that there isn't enough pressure in the system for such a heavy vehicle, and once you increase wheel size, add accessories, and fill it with gear you're just way beyond what the stock vehicle is capable of.
