Default Help with Horn(10A fuse keeps blowing)

Hey guys so I've been having an issue with my horn. The 10a fuse in the engine compartment keeps blowing out every time I use the horn.

If I replace the fuse I can use the horn as much as i want as long as the car is not running. But once I turn it on the fuse blows.

I tried switching the relays and the horn actually started working while the car was running. But it only worked for a few seconds and then the fuse blew again.
Am I looking at a short here? I don't know the first thing about fixing those. Can you guys break it down for me?

I have been having the same problem for years and when the horn fuse blows it takes the cruise control out with it.

Re run the wiring with new wires. That way you can eliminate any mystical shorts or issues with the wires. After inspection, take the time to trace down the issue.
