Look up RoverChris, he is a 12v tech, it's all I can do to change a light bulb in the living room without instructions.

Are all the turn signal bulbs working?
Does the hazard button on the dash move?

you need a test light and multimeter and an electrical diagram of the system to diagnose it. I have seen a few wires in the horn circuit go between the fuse box and the steering wheel.
