I have a dreaded Electrical problem!!
Man do I hate vehicle electrical problems. Engine fine I can deal with it but electrical 
Every time I turn on the ignition (04 Disco) I blow fuse number 31 under the steering column "Air conditioning blower - front". The climate control head does not turn on so I am assuming this fuse also controls it.
A little history: This all started with a head liner replacement. (I don't know if it has anything to do with it but it's when it started) I picked the vehicle up and the climate control unit wouldn't turn on. I replaced fuse number 31 and it worked fine for a week or so. Then one morning I turned the ignition on and it popped fuse 31.
I replaced the blower motor with a used one and this could be the culprit. I also replaced the Blower motor resistor but that was new.
Honestly I don't even know where to start, short of taking it to a auto electrician and letting him sort it.
Any ideas?

Simple explanation. A short (bare wire rubbing on metal) before the load (climate control unit) will always blow the fuse.
You are looking for a chaffed wire rubbing on a bare piece of metal somewhere between the climate control unit and the fuse box.

I looked at a schematic from fuse 31 to all the different things it feeds.
Looks like it could indeed be located under the head liner.
I have a friend with a tester and were gonna tear into this weekend.
I'm in North Florida and it's getting to be that time of year that Air Con is a must have. Considering I have black leather seats with a black head liner. lol

Well I found it!!
I tore into the headliner and when I dropped the visor I found a broken wire. When they installed the headliner they screwed through the wire with the screw.
I now have nice ice cold AC
