I start the car and it idles too high in P and N, but not always???
No, that won't fix it. It is a part of the cruse control system and has nothing to do with your problem. Fixing the hoses will fix your cruise control, though.
The cruise runs off vacum, depending on which vacum line is unhooked it will effect idle.
Yes he should replace the hose, it may or may not fix his issue.

fixed!!!! thanks guys, it was the .89cents hose from autozone that fixed it. The replaced with new hose, started it right up and idle excellent, THANKS AGAIN (knock on wood, lets hope i dont write back tomorrow with the same problem)
It will come back. The cruise system is completely independant of the engine vacuum. There is a vacuum pump under the jack that has a line running to the tee by the throttle. It then goes to the bladder that controls the throttle linkage, and through the firewall to the brake switch.
