dumb question:

Are the battery connections tight with no corrosion?

For your OBDII problem... I’ve heard there is a ground wire to the frame that can get corroded and cause the OBDII connection not to work.
Check the OBDII wiring assembly for corrosion, wire chafing and/or wire connections not secured in the connector plug.

That's what I would suggest...other than a connection at the fuse box.

Looking at the schematic might yield some results.

I think under dash fuse 20 is the door locks. I'd check that.

This is one of several tied to the had fusible link FL3 in the under hood panel - check that one too. This could be your issue.

On the fold down access panel there is a diagram of the fuse locations. You can also search for this online. I'm not near my vehicle right now, but I think the right stack starts at #18 at the top, so #20 would be the third one down. I might be remembering this wrong so check the fuse layout diagram.

Also be sure to check your under hood fuse box. Look at FL3. On the front corner of the box closest to the fender there are three similar looking screwed down fuse links. The center one of these is FL3. I'd remove it, check continuity, and ensure that the connection is clean. Also check the power connections to this fuse box, as well as your ground cable connections to the body, just in front and below the box.

From what I found in a post on this forum, under hood FL3 feeds under dash fuses F1, F2, F20, F21.

I don't think you are reading it correctly, this is the layout. It's a bit tricky to understand but there are two boxes per fuse, the fuse number and the amperage.

Top fuse on right hand side is F18(fuse number 18)/15amp, next one is F19/15amp, then F20/15amp...

I had some issues with the OBD2 port not connecting and after several hours of online searching and almost giving up I found my issue.
