Does it always blow on full speed? Does it make a lot of noise when it does blow?

Well, it is either a loose wire/connector, a bad fan motor, bad control panel, or a bad interior fuse box. Only way to tell for sure is to get a test light and start testing. Start with testing for power at the motor. My guess is the fuse box, but it is just a guess based on failure rate.

chef - you'll want to download the RAVE shop manual and peek through it. I would not know how to swap the circulating blower out in a double stack convection oven without a book either.
