I bought a similar one off ebay last year. It didn't work either. Ended up getting one that has a separate power lead that you plug into the lighter plug and the other end goes into the cd changer lead under the passenger seat. It works great but it won't charge my iPhone. It will charge my "classic" iPod though.

When I installed mine I plugged it into the CD Changer port on the back of the deck. If you did the same then it should come on when you are in CD mode. Do a search on here for the Ipod Interface install post someone did a year or so ago. He included pics and it was easy enough to follow, maybe it would help you as well. I can't get enough of an internet signal to see which unit you are talking about but mine was a Grom. Hope this helps.
