Default Little silver canister laying on it side with electric plug on intake

Hello Guys

I have a little canister about 4 inches long that lays on it side that has electrical plug on the back. it has 2 rubber hoses about 2 inches that hooks on to the intake. I need to know what it is? Says bosch on it. I have had a problem with my land rover starting when it gets cold out. It turns over fine just won't take off and run. I have changed fuel pump. This little canister I tap the top of it and hit the key and it started. Any help is appreciated.

it won't prevent from starting, it will just prevent from idling properly(at all) without your foot on the pedal.
