Yeah the 02 Westminster I’m tinkering with was having an odd load on the engine/drop in RPM/Surge. I cleaned the IAC, swapped out the MAF, and reset the adaptive settings and after that it hasn’t done it.

That's a pretty light tick at the bottom, I don't think it is slipped cylinder or low oil pressure rod tick, both of those are usually louder. Sounds mostly like valve clatter, you might want to check the oil pressure. Either way let us know if you learn more.
