I think you need a new fuel pump, I see know problem with the rebuild kit.
If you go that route let us know how it turns out.

To answer my own question, "Yes, you can remove the retaining ring without the special tool. Just place a screwdriver against one of the raised notches and hammer away!"
So far, it seems the fuel pump may have been my problem. As soon as I turned the key after replacing the pump, my fuel pressure jumped up to about 37 psi immediately. It is starting great now. If anything changes I'll let you guys know. Thanks.

Heck yea it does. More than anything, it feels good to have found this site. Just a few months ago, I was treating my disco like crap and didn't even know it. I have really learned a lot from you guys and have had the opportunity to apply a lot of it to undoing the past neglect done to my truck. Before long, I will have it in tip-top shape.
