Tabs secured to the top of the hoop

Hey all
I need some advice on mounting my lights . I have a Dark Crow bumper the tab in the hoop it's meant for the lights to be mounted on top of the hoop. I would love to mount the lights inside the hoop or below the tap. However, the lights don't fit with the tabs at the top. The bezels press against the hoop so you can't adjust the beam. My question is should I just use spacers to extend the lights lower so that they can be adjusted. How would you do that? Stack of washers maybe?

Spacers are an option but I would go for a solid mount vs stacking washers. Stacking washers to confirm spacer size would be fine but I wouldn't do that for permanent mounting.

Agreed, What how would you go about fabricating the spacer...or is that a dumb question? Should it match the tab or the light base?

Is the tab flat ? I would match to the tab and if the tab is flat then I would do something to key the spacer so that it can't spin/rotate. Material wise for me ideally would be something that isn't compressible or effected by temperature changes so I usually end up having some scrap metal around that would get used for something like this.
