The part you need is called a "Fastener 1/4 turn", part #PZM100060, $5.84/ea., special order from Rovers North. Takes about a week. This is a specially designed fastener not available anywhere else other than Rovers North. I should know because I ordered four of them.
The metal fastener it locks into is simply called "fastener", part #EZM000110, $4.35/ea., also special order. That would be the clip that retains the 1/4 turn fastener so the fan shroud stays secure.
In theory you could use a screw and bolt, but it would be quite unfortunate if they seized together and you could not remove the shroud at all. Not due to rust, but to metal expanding due to heat.
The OE fasteners eliminate this problem, and you don't have to destroy your knuckles trying to get the nut off the screw.

Anytime, big guy. I have replaced so many obscure small bits, from armrest finishers, every interior and exterior bulb, screws and nuts for taillights, hood seals, buffer bonnets, fasteners for the interior front footwells, you name it. I have a stack of orders from Rovers North 1" thick. So if you have a question or need a small part replaced for a '99-'04 DII (I have a '99), just drop me a line.
Finding these parts took a few days of research because the updated diagram changed the part number, and they're not in stock. Not a lot of requests for them, from what I understand.
For those who really enjoy pain, I also replaced the circlip (the small clip that holds the rear taildoor bar to the body so it actually stays open) as well as the washer that goes between the bar and circlip. The circlip is $.60 from Rovers North, and the washer isn't much more. Get asked about that bit all the time.
