Any time the key is on, the interior air temp sensor fan is running, it's in the little grille to the left of the steering column. These get noisy when they get old and dirty. This might be the noise you're hearing. My experience with Haynes/Bently/Chilton/ or any other non factory manual is that they never give you all the information. I would recommend the RAVE, I didn't have any trouble downloading it, why you can't I have no suggestions but computers aren't my thing. Any time mine doesn't work I call my son. RAVE on a disc is available at various vendors.

So I found this finally http://macassemble.com/lrm/discovery...%20Ciruits.pdf (down load is not happening). I am noticing that it is for a 2000. Will this work for a 99?

As long as your 99 is a DII, yes (I can see from you interior picture that it is, had to bring it up since they sold both versions of Disco's that year)

no doubt. time to pull the rest of the ECU's now. start with the 2 or possibly 3 dependent on option on the pass side footwell. the fuse block and computer in the driver side footwell. i would also check all the connections under the shifter to make sure they are clean and not corroded. did you check the grounds in the engine bay? specifically the one on the pass side of the block.

What am I looking for when pulling these units? I bought a fuse tester. I have tried it on a few and have not had any readings, just 0.00 A. Is there a protocol I need to follow when testing fuses. I am still geeking on the no LCD display of gear selection. I have been studying over these library, circuit and diagram pages trying to get an idea of the sequence and it sounds like XYZ first communicates with the BCU and then EAT. 44-12 of the good manual says "The W, X, Y and Z contacts output a 12V ignition supply from the BCU. The Park/Neutral contacts output an earth. l The Reverse contacts output a 12V ignition supply from the passenger compartment fuse box. The outputs of the W, X, Y and Z contacts are monitored by the EAT ECU and the BCU to determine the position of the selector lever assembly" and " The Park/Neutral contacts output to the BCU. The Reverse contacts output to the BCU." Can I get an Amen

Thinking other electronics were probably also affected.

The really only off road rover may be a 1960's with a diesel pump and snorkel.

All of this CPU and memory on a board is not off road capable unless it is waterproofed.

All of this stuff should be up at roof level.
Or in a hermetically sealed box.

Obviously what is supposed to be water tight is not.
