Okay when does the second fan come on in a 03 discovery 4.6.

 

if you are talking about the condenser fan (the one u see looking through the grille) here is the spec sheet for it and the viscous clutch flan.

 

Doesn't the fan also turn on anytime the A/C is switched to MAX?

 

If you leave in the salt belt, reach in there with a long screwdriver and see if you can turn the blade manually. Both mine were froze up (01 +03).

nope. Only when those temps/speeds are met but take the advice a with your truck off see if you can turn it with a screwdriver. It might be froze up and if so there is a thread about a cheaper replacement motor somewhere on this forum
