Default Not real panic,

So after a night of general "workin it out" on my new to me 99 disco II ive run into a minor non critical that i was hoping someone had a quicky fix for, it seems the nana's that knitted my intake to air box <-- ( dont hate me i don't know its real name.) did'nt intend for the part to last a decade+ its a similar air intake system question that i posted on earlier but do i really need this piece?

also posted is the bulb thing on the hose after what i presume is the MAF sensor which i'm still interested to know if i can just tape over for now?

Sorry about the double barrel question but im trying to kick this out on limited time / money.

Find one in a salvage yard, other wise, the hose assembly from Rover is over $140.
