Well I have just become the proud owner of an 2002 Disco II. This thing is flawless in everyway. So today I go to get it inspected ( Texas Emissions ) and after it has been on the computer for a few minutes the computer prints out a non-communication result with vehicles OBD II computer. So they try it on another computer and its a no go. So basically the vehicles computer at the data port under the dash is not getting any power, wich is not communicating with their computer. Has anyone ever had this experience happen to them. SO of course now I have to pay for an electrical diagnostics test to be ran through the vehicles entire electrical system to see if there is a current break somewhere. We checked all the fuses under the dash & under the hood and everyone of them was good. So now I'm just waiting on the $1000 phone call as I type this.

This has happened before and if I remember right it was a bad fuse block.
It is not unheard of for the fuse block on a DII to crack/short/fail in someway or another.
Not common, but it has happened 3? times since I have been on the forum.
Only twice has the OBDII port not worked that I have heard of.

Start with the fuse block under the dash.

 

Then check the specific fuse in the engine compartment fuse block that powers the engine management.
Might also check and make sure none of the OBD2 connection pins are not bent or missing.

 

Its more likely to be a bad ground on the ECU or the OBD port itself thats causing the comms issue.

Check / clean ALL the grounds by the battery compartment, then try again. A bad ground can drop the voltage by as little as 1 volt and the communication with the diagnostic tool will stop and not function

The grounds for the diagnostic socket are under the drivers footwell carpet, and behind the drivers side footwell side panel. its more "likely" to be the one behind the carpet.

 

This happened to me last february, it turned out to be a bad ground. diagnosed by LR and 125 bucks later. but they did chasnge my side marker for free. they must have felt guilty about something. LOL

I wish i could tell you which ground it was but i didnt ask. at the time i didnt have the time to do the work myself.
