After fooling with several 03's (03-04 models have a restrictor disc in the top of the tube for improved emissions - what it actually does in increase the rate of pluggage) I realized the steel tube is just press fitted in to the aluminum valve covers, and not that tight. I just twist the tube out with a pair of pliers or small pipe wrench (latter is good for 99-02 to help prevent crushing the tube) and then drill out the plastic baffle.

I replace it in the valve cover and then put a purolator PV851 pvc valve inline in the hose (big end toward the valve cover). Solves all top end oil leaks and most of the bottom end ones (rear main seal is notable exception).

Good luck.

Dip people generally have a crazy hard time tightening oil pan bolts and such? And I'm still looking but it's hard to find the right bit for the valve cover to tighten it.

Yep. Exactly this. Also helps if it's a deep socket, or a 1/4" drive instead of a 3/8" or 1/2" drive because of how close the bolt is to the cover.
I found what I needed at Sears.
