Default Oil Pan Hole?

I am working on swapping the transmission on my 2000 D2 and came across this hole in the oil pan. I took the rubber plug out on the passenger side to get to the torque converter bolts (i think that's how i get to them) and see this hole next to where the plug goes (to the right of the plug hole in the picture). Is this a hole in the pan or is it supposed to be here? I am swapping the trans because the front drive shaft locked up and broke the trans, maybe it cracked the pan too?

Thanks for the help

Zach

You can see that there's a bolt at the bottom of it.
