I'd venture to say that he's probably only about $5k high if the truck's really that nice. However, I'd be concerned about why it has so few miles. Is it a lemon? Was it always in the shop being diagnosed for phantom problems? I've seen that several times with (mainly Range) Rovers, BMW, MBZ, etc. If it's been a problem-child the previous owner may have simply given up and traded her off to be someone else's headache.

Except that the first truck is an '04 in TX with 18k on the clock and the 2nd truck is an '03 in FL that has 66k on the clock...

Yeah, I'm just stating the obvious. I have been searching around for 04 Disco and came around this one for $18k. Just wanted to bring to the forums attention.
Though, its really hard to find any good 04 around the 8-9K price range many of you are saying in this forum. Many of the 8-9k has more than 100k miles. Been searching for nearly months and nothing good in the Chicagoland area.

You won't find a good low-miles '04 Disco for 8-9k. Everybody lies about what they paid because they want to impress everyone else with how good of a negotiator they are and it creates an artificially low barometer for pricing. Don't worry too much about it, I'd say that if that truck checked out you should feel good about buying it for 13k or maybe even 14k. You'll pay at least 10-12k for just about any '04 Disco, especially if it's in good shape and has relatively low miles.
I paid 14k out-the-door for mine last September with 42k on it. I bought it from a LR dealer, and it was on the lot as a Certified Pre-Owned truck. It was a one-owner off-lease vehicle. It had been in dealer inventory for nearly a year and they were asking 18,990. Did I overpay? Maybe, but does it really matter? I love the truck and didn't buy it as an investment so what difference does it really make? I got a pristine truck and the peace-of-mind of knowing it was thoroughly combed over by the dealer and met the criteria to be a CPO truck.
That guy probably has like 11k in it because of the miles, but I doubt if he went much (if any) higher than that. These trucks do not bring anything on trade-in or at auction, so I'd say he has lots of room to play. If he's near you I'd look at it and just be up-front that you're interested but think he's pretty high, he knows he's high and may be ready to deal.
