is there a place for a hose to hook up a vaccine line on your gas tank? The hose goes up somewhere by the gas fill lid. I had to change the whole fuel tank I don’t know if you can replace sensor itself.

Makes sense. The Car was headed to the scrap yard with blown head gasket so I picked it up for $500 as a project for my kids to learn about cars. Replaced the head gasket and misc other issues and now I have $2K into a car that can't pass emissions for P0451. Come to find out it came from the factory with Secondary air but now has a 4.6 without secondary air. The ECU and BCU must have been pulled from the same car as everything seems to work. Another strange one is it has the fuel pump with the tank pressure sensor on top, which it wouldn't have had from the factory. I wired the fuel tank pressure sensor into the ECU based on the wiring diagram but had no idea where to run the vacuum line. It isn't clear in the RAVE. Thanks for the help Chrisw329.
