the front passanger seat on my 1999 disco is slighty loose, I feel i can tighten the bolts holding the seat, my question is, do i move the seat forward to get to the bolts? or what is the way to tighten this seat.

What ever works for you based on your selection of tools. I would think moving it forward would give you the best shot at it.
