Yes, you want that dust seal in there.

Also, when installing, find a long skinny bolt . This bolt passes through the 2 prongs on the pit arm, and then into the steering housing. This aligns the arm for install.....and set your steering wheel straight while bolt in place...

10-4. What if I just pack it with RTV? Really don’t what to take that drop arm off again. 🤬

Missing seal/dust cover...

What's actually happening here...in the mechanic's world...is you're gaining valuable experience. Same thing would most likely happen to me, if l stepped into another profession. Not sure why l said "most likely"...pretty sure it would be most certainly...if using past practice as a rule. Remember thinking, "hey, l'll represent myself during my first divorce, how hard could it be"...and as l sat in my dark one room apartment (power turned off by provider), with no food or money, with only the clothes on my back...l thought...you know?...maybe l should have hired an attorney...lol. Yeah, l can laugh...now...but at the time...not so much.

It is kind of surprising, if that's a new pump or rebuild, that there wasn't a dust seal on there to begin with.

That’s a good analogy. I was telling my wife last night, “You know, I don’t think I will be a mechanic when I grow up.” 😜. I have a lot of respect for that profession since I took on the Disco and now a Jeep. It’s fun, but my lack of experience has definitely cost me thousands.

in any case, I have contacted the manufacturer of the rebuild and will report back on there response. Overall their rebuild seems to work and function well. Let’s see how they do with customer satisfaction.

Mfg says Rockauto owns the warranty. Sigh. Anybody know how I can get one of these without spending $50 on a kit?

I saw those but those look like the internals seals. Interestingly, there is no dust cover part in the RAVE either.

I think you are right....no dust seal like the 50$ kit. Searched Craddock..nothing there either... There is one on my NOS box....

sometimes I just start looking for parts that 'might fit' like:
GM GENUINE26000985

This might explain why they didn’t include one. There does not seem to be a factory part number. I saw a Ford part I might check out as well. Thanks.
