Default programing an additional key-remote not bought from the dealer?

My used Disco only has one key with remote so i watched some auctions on Ebay and got one for about $25 which is a lot less then the dealer wanted. But when I asked my dealer to install a new key blank into the remote and cut it and also program it for my car I was informed that they do not sell just the small stub key blank to recut and that programing a second handremote is impossible with out the barcode slip that would have been originally with that key. They said the only way to have an additional key with remote is a new one from LR.

Are they just giving me a dealer story or I am I just out $25 on the one I got on Ebay?

The dealer is partially right, if you don't buy one off of E-Bay, for example, that hasn't been used and has a fresh key blank, you are in deep do-do.
