Right. I forgot that there's a solenoid on the range selector that locks it in either high or low when the key is removed. So without power, you're not going to be able to shift it.

After you get the truck connected to a battery and before you try to shift it. Do some research into the transfer case. The 03-04’ models were equipped with a CDL (Center Differential Lock) where as some of the years of D2 were not. There is some Land Rover history there and it’s worth physically understanding how in the years where D2s did not come equipped with a CDL. The engineers at Land Rover during those years simply removed the mechanical components to actuate the CDL. However, the locking mechanism, function, and availability to use the CDL was still very much attached to the Transfer Case. I say this because people could if they wanted snag the mechanism off a 03-04 to equipped their vehicle with CDL capability. Not highly probably but the lesson is to actually go looking around under there and follow the cables and see where it’s connected. Don’t even attempt to engage it without pulling the center console off, drilling out the rivets, hand Lubin, and physically actuating the shifter. It’s worth it to break it down and get in there to loosen it. Then you can reattach the shifter plate with machine screws instead of rivets so you can quickly assess out an about if need be.

2003 trucks were not equipped with the CDL in North America. Most commonly the disconnected CDL was found in 1999-2000 trucks, with a few into 2001. It was reintroduced in 2004.
