Default Radio/Wipers Do Not Work

I just picked up a 2001 DII and I'm having a couple issues. The radio doesn't work. It's not asking for a radio code, it doesn't even turn on. I got another radio and it will does the same thing. As far as I can get either one to go is just illumination as far as the buttons but not turning on. My front and rear wipers are also not responding. I put in a known working switch and it still does nothing.

I've checked all fuses and traced as many wires as I can and I can't find anything wrong with them. Is there anything I should pay attention to? Someone has mentioned possibly the body control module. Is this a possibility and are they VIN specific?

start diagnosing with a test light and a volt meter.

that is what I would do.

Go back through and check all of your fuses again. Put a test light on both sides of the fuse, don't just ohm them out.

if you are going to test the fuses with a test light make sure the truck is on when you test

Verify all your grounds are clean and tight also. Bad grounds have caused lots of problems.
