The radio turns on fine, and the volume **** works to change settings on it. However, there is no sound coming from the speakers. All of the fuses are fine. What could be the problem? I have read on forums that replacing the amp or head unit solved it, but how would I know which to replace? Are there ways to repair the units instead? I have had success repairing dead electronics by heat gunning them, so maybe I will try that.
Sound comes from speakers fed by an amplifier under driver seat fed by the radio.
Antenna ---> radio ---> amplifier ---> speakers --->
If none of the speakers sound, check the fuses for that amplifier being powered or the wiring from the radio to the amplifier. Select AM and the steering wheel volume control just in case the volume control on the radio died.
My "system enable" pin only outputs 1.16 volts instead of the 12 that it is supposed to when the radio is on. Does anyone know what is causing this? If I jump it with the pin next to it, so that 12 volts is sent to the amp to signal power on, music plays through the speakers like normal. Can I just leave it permanently jumped? There is no voltage when the car is off, so it wont drain the battery.

That pin 5 "system enable" appears to turn on the amplifier. Pins 4 (always) and 7 (acc key) are the ones powering +12V to the 'head' unit. If when feeding +12V to pin 5 it all works normal, I see nothing that can go bad by jumping pin 5 to pin 7 as you say. Someday we will somehow obtain a schematic; unobtanium for now.
A slight chance is the push-on push-off **** has a kaput internal tact switch. That would need careful surgery. Try wobbling that **** switch in before doing the jumper to check if the $0.01 tact switch is bad. If you had rain ingress, that pin 5 circuit inside may be corroded impairing the 'turn on' signal you see as 1.6V
