Door behind driver seat (LHD) will not open from inside, it will open from outside and remote actuator is fine. Children lock is not engaged,

removed the door cover and recorded attached video to depict what happens when I pull the handle from inside. What I can see is that the cable that goes from handle into the door actuator is there and seems to be correctly latched but it is not lifting the lock high enough to open the door.

i would like to see if there is any ideas before removing the actuator off
