I'm recovering my headliner, I pulled the old headliner off and cleaned all the foam off. But theres another piece of "fabric" on the headliner panel. Do I pull this off also?
I have that green layer too. When I tried to brush the foam off, it peeled off at some spots. There is a gray layer underneath and that came off at some places as well leaving the bare fiberglass behind. Now I need to get it smooth again by peeling it completely off, but this is a horrible pain! Any ideas how to get it off? Alcohol or acetone don't help. Or just smooth it out at the edges?

id just try to feather the edges for a smooth transition with sandpaper if you can. Much faster than remove it compeltely
As long as it is firmly on the backer board, leave it alone. Don't worry too much about 'feathering' it either unless you are painting it or installing a thin headliner without foam backing.
I would suggest to make certain that you have enough glue applied to both the liner and the fabric, if any of the green separates from the liner, you have more security for the fabric.
Or use Stripeeze and a wire brush, that has worked for me in the past. The liner is surprisingly durabel.
Unfortunately painting is impossible with this type of headliner. No way to get the thin layer removed without damaging the fiberglass. I tore pieces off only at spots where it didn't stick well, then smoothed out the edges with sand paper. Now I am waiting on foam backed headliner to arrive which I ordered yesterday.
Curious how yours comes out. I did the foam backed headliner material and had not so good results. I thought I was being very careful but it would still wrinkle easily and once that happened it could not be redone. I blame myself more than the material. I also had to sew in additional material to make the width.
start gluing at the center and work you way toward the front and rear. Work in ~12-18" sections and you will find it much easier to manage. Use a balled up clean rag to press the material on to the backer board, your fingers will leave indentations.
