Were the trucks without rails even drilled for rails? Frankly I've never looked at one. I don't know.

If you've got the skills to fab your own rack then why not make your own cover plates? You could just seal them up with RTV or something. Shouldn't be too hard.

that link you posted shows rubber plugs with part numbers etc...unless im missing something else here? maybe you answered your own thread in the first post? idk....
