roof rails

When I picked up my '99 Disco 2 the roof rails were missing. I picked up a pair to put on. Do I remove the headliner to access bolts or is there another way? Any help would be appreciated.

Yes, I think so. Im doing my headliner at the moment and I saw where the thing is bolted. No way around without removing it.
