Few hundred bucks for a pump or a few pennies for CHEAPO fix. Perhaps some self tapping sheet metal screws could hold the cover to the housing?

Wouldn't run a vehicle without an air filter, and I wouldn't run that pump w/o one either.

I would try and find a way to attach the cover the best I could. Even if it doesn't seal or falls off, the worst that would happen is the pump would eventually fail and then you would have to replace it. Your contemplating doing that anyway. Its not a critical engine component, it pumps air into the exhaust during start up to reduce emissions the first few minutes of running. The filter is just there to keep the pump from ingesting debris and self destructing.
