Default Secondary air injection solenoid

I have the engine code p0414. There is exhaust coming out my sai pump and its quite loud. I don't think the pump is functioning. The solenoid has been replaced and I have checked the voltage And the solenoid is always engaged or grounded. In my mind that means either bad wiring to solenoid from ecu or bad ecu? Could the CPU leave the valve open if its getting a bad reading from say the maf or temp sensor? I will be replacing the pump but need the valve to work properly first. For context it's a 2001 disco with 175,000 miles. Any suggestions?

Default I have the same problem...

Did you ever find a solution to your problem? Was it wiring or ecu? I think mine is wiring but I'm not sure where those wires go specifically and I would like some direction before I start cutting ecu wiring harnesses?

The RAVE electrical manual may be of some help with color coded diagrams and pictures of connector locations, etc.
