shifting out of park

lately ive been having problems shifting my disco out of park. It doesn't happen every time but it is starting to become more frequent. I'll start the car, press the brake and go to move the shifter but it wont budge. My only solution has been to just wait and try a few more times until it finally moves.
is this an XYZ switch issue or something else?

while i would not recommend it, i disabled mine on my P38 when it went out. i think the D2's is similar in setup.
Edit: easy way to test the Interlock Solenoid is to get in your Rover, put the key in the ignition and turn it to On or Start, put your hand on the gear shifter and depress fully and then release the brake pedal. if the Interlock Solenoid is working you will feel a slight bump on the gear shifter and very likely hear the Solenoid engaging and disengaging.
