Should I Trade my DI for a DII?

You don't say why you want a newer Rover. If you feel like you're spending too much on your D1, the reality is that rarely do you come out ahead financially buying a newer vehicle. It's nearly always cheaper to maintain the one you have.
Take for instance the fact that you can rebuild a D1 hub with all new parts about 10 times for the amount a new DII hub costs.

What level of skill is needed to replace my suspension and all the bushings, what tools do I need, or would i be better off paying someone to do it for me?

The suspension is easy to do. I did mine and I used common hand tools and spring compressors and two jacks one of which is under the hood of your DiscoI. I put on OME heavy springs and shocks and I was done in under 4 hours. I paid myself a 12pk.

I'm in Atlanta. You ever get up this way?

As for suspension, you need jack stands, a jack and hand tools. If you're replacing the bushings, which you should do with 160k if they are original, you'll need a press too, or access to a machine shop.

I have never painted a car any color other than Primer Grey..

The one I have now has great paint, but if it didnt.. I wouldnt be concerned.
