I would go to Home Depot and see what filter media that you can get that is comparable and just cut it to fit....dont want anything that is going to get too clogged and require you to replace it regularly (let the intake filter do that...easy to change i would imagine)

It's not a filter of any sort. It's just a flexible fabric piece. It's about as dumb as it sounds.
Clearly yours is ruined, best/easiest/least creative thing for you to do would be to source another one that is at least in decent shape (Ebay probably) and when it arrives, and wrap it entirely in rescue tape. (This sort of stuff http://www.rescuetapeaustralia.com.au/ )

i bought that tape from AB for my steering wheel but it unfused. it worked pretty well when it was working well.

Sounds like a good idea to me if you're creative. I have come up with a great but rather ghetto solution that I've had on mine for years, and I remember Justin at Lucky8 was attempting to come up with a solution a while back as well.
Obviously a rubber piece of some sort close to that oval shape which could be stretched tightly around the end caps, or clamped onto the end pieces would be pretty much ideal, but I haven't really eyed anything of the sort anywhere yet.
