Default soft brakes

Like everyone else, my brakes are a little soft. New pads(akebono's) new rotors ( drilled and slotted). So, with that in mind, what would be the logical route? Brake lines? Booster? Master cylinder? Fluid change? Which of these would make the most impact for more solid braking?? Granted, the lines should be replaced.

I had everything replaced including brake fluid except for hoses and booster but still did not feel right. Properly bled the system using the power bleeding by jumping the relay and I’m finally satisfied. The bleeding was significant change.
